Then, Evan Peters' Ralph Bohner character is shown stealing a pair of bolt cutters from a firetruck before cutting an ankle bracelet off of himself. The scene clarifies that Ralph Bohner is Woo’s mysterious missing witness, closing a case that has kept fans wondering since the show aired.
